It is an institution made up of Legislators, Mayors, Mayors, Councilors, Veriadores and Councilors from member countries of MERCOSUR and associates.

Institution that refers to a Regional Order. It includes, with active or completed mandate, Provincial, State, Departmental Legislators, Municipal Mayors, Mayors, Councilors, Veriators and Local Councilors from the member countries of MERCOSUR and associate members (Brazil, Uruguay, Paraguay, Venezuela, Chile and Argentina). . The UPM was formally born in September 1999, as a result of a meeting held in Belo Horizonte (Brazil), with the objective of unifying geopolitical strategies that would allow defending the interests of the people and granting greater representation to political, economic, academic and socio-cultural of the component regions of MERCOSUR. In this framework, the UPM has managed to fulfill a fundamental role of integration, cooperation, assistance and exchange in the Region.

a) Promote the integration of cities and civil societies, of Parliaments and Parliamentarians of South America through natural and legal persons and public and private entities;

b) Put into practice the methods of comparative legislation, creating a permanent information network between the regions;

c) Reaffirm MERCOSUR as an instrument of regional integration, promoting the cultural, economic and political development of the peoples that comprise it;

d) Defend democracy and the rule of law, condemning all abuse of power, contrary to the popular will;

e) Promote the objectives of MERCOSUR;

f) Hold congresses, assemblies, forums and seminars, as well as sign agreements with representative entities of Latin America, strengthening the political, economic and socio-cultural development of Latin American countries.

All natural and legal persons, public and private entities, legislators from Latin American countries through their respective Regional Blocks, who are interested in promoting the objectives of the UPM, can join the UPM.

The request to join the UPM must be made in writing, signed by the interested party and addressed to the Director of the UPM or whoever is responsible for approving or rejecting your entry in a reasoned manner.
